#### Maximus Papyrus finally gets his chance

### Obscure Origin of the Universal, Natural, and Immutable Laws, Principles, and Corollaries of Management

> **A Note on the Story:** This satirical piece blends historical people and events with fictional characters and ideas inspired by my years in management and program analysis. Maximus Papyrus and his “laws” are products of that imagination.

The Holy Roman Empire was founded when Pope Leo III crowned Charlemagne emperor in 800 CE. \[[1](https://www.reddit.com/r/AskHistorians/comments/apes8p/charlemagne%5Fis%5Fusually%5Fcredited%5Ffor%5Fforming%5Fthe/?ref=what-comes-to-mind-1.ghost.io), [2](https://www.britannica.com/summary/Holy-Roman-Empire?ref=what-comes-to-mind-1.ghost.io), [3](https://courses.lumenlearning.com/tc3-boundless-worldhistory/chapter/the-holy-roman-empire/?ref=what-comes-to-mind-1.ghost.io)\] The Pope realized early on that the Holy Roman Empire would not endure and thrive without putting forth strong and well-defined organization management principles at the outset of the Empire’s creation. He foresaw that such guidance would become common operational practice among his deputies, division chiefs, and program managers during centuries of expansion of the empire’s reach and refinement of the underlying organization and behavior management principles.

Pope Leo deserves credit for his vision of a coming Age of Computers as well as their indispensability in the workplace. Unfortunately, he badly miscalculated how long it would take before that prophesy would become reality

Maximus “Maxi” Papyrus (Circa 810 CE) [https://www.pexels.com/@engin-binbas-3366435/](https://www.pexels.com/@engin-binbas-3366435/?ref=what-comes-to-mind-1.ghost.io)

In 801 CE, Pope Leo selected Maximus Papyrus to be his Chief Management Analyst in Charge of Formulating and Promulgating the Holy Roman Empire’s Guidelines. (Historical Notation: No credible evidence has been found to date of which functions the “guidelines” were intended to govern. The consensus among experts is that “Maxi” as he was known among his few friends, intuited what Pope Leo had in mind when he made that pronouncement.

Maximus Papyrus began work on The Natural and Immutable Laws, Principles and Corollaries of Management in 801 CE. He completed his treatise on August 6, 810 CE. Maxi presented the final document to Pope Leo III on August 7th of the same year. The Pope died on June 12, 816, without signing or issuing his edict. However, the last Holy Roman Emperor, Francis II, officially promulgated the document on August 5, 1806\. Unfortunately, that was one day before he abdicated his title and dissolved the Empire.

Maximus Papyrus’s precepts, delineated below, remain unchanged to this day:

1. *Wind Chill Factor*: The *perceived* importance and the *actual* importance of a task or project are never identical.
2. *Chicken Soup Premise*: The level of concern is directly proportional to the *perceived* importance of the task or project, not the *actual importance.*
3. *Law of the Long Mahogany Table*: The number of meetings and their duration increases in proportion to the *perceived* importance of the problem.

4\. *Conferential Dictum*: The amount of time spent in meetings about a problem geometrically increases the time needed to solve the problem.

5\. *Two-Cubed Conclusion*: Pandemonium surrounds; innumerable, lengthy meetings are held about; and the greatest amount of time is needed to solve the least important problems.

6\. *Ever-Expanding Universal Truth*: The volume of information generated on any subject is limited only by the computer’s capacity to generate information.

Corollary A: The genuine need for information is not considered when what and how much information is to be generated.

Corollary B: The ability to comprehend the information is not considered when determining what and how much information is to be generated.

Corollary C: Very little of the information purportedly generated to reach a decision is actually used for the said purpose.

7\. *Dracula’s* *Mirror*: Management’s rhetoric about sharing information with its subordinates is not reflected in its actions and results.

8\. *Michelangelo’s Brush*: Given a choice between increasing or decreasing the number of charts for a briefing, the number will always be increased.

Corollary: Given a choice between simplifying or complicating a briefing chart, obfuscation will always be chosen.

9\. *Law of a Nineteen Hand*: Any self-initiated course of action taken by a subordinate is, in management’s view, the incorrect course of action pro forma.

10\. *Cornucopia Perplexus*:Regardless of how much work a subordinate does, in management’s view, it is not enough.

11\. *Tonnage Factor*: The relative value of a report is directly proportional to its weight. Consequently, the most information is the least consulted because the heavier a report is, the more likely it is to be used solely for filling space on a bookshelf.

Organization and Behavioural Management Analysts worldwide gather to celebrate August 5th, 1806, the date history shone the light of day on Maximus Papyrus’s seminal discourse. Nine hundred ninety-eight years after he handed it to Pope Leo III, humbly requesting his blessing.
